I've been considering trying my hand at creating a bittorrent client. This should prove to be most helpful!

Yup. I suspect it's exactly this, branded and hosted by Bittorrent Inc as a paid product.

I still laugh whenever I can't remember the exact name of my bittorrent client and Windows has no clue what I'm looking for when I enter "torrent" or "bittorrent".

It's called qbittorrent.

There is Acestream, which the authors claim is based on BitTorrent. Unfortunately, the client software is allegedly a bit dodgy, and nobody can tell for sure as it's all closed-source.

By the same programmer as uTorrent.

This is not a torrent client. They’re referring to a torrent tracker. Trackers generally serve to help peers find each other.
