I guess my point is, the ZIP code should be a pretty good indication of the state that the person resides in. No, it is not perfect, but I think it lends itself to be somethng that can help with the OPs concerns.
Zipcode plus address is usually plenty though. And it's certainly good enough to obviate the tedious selection of the state from a 52-item dropdown menu.
I've tried just asking for zip instead of city and state but then watch people as they type their city and state into the address line. Also theoretically people may mistype their zip and you'll have no way to validate it against what they typed in the city/state. The best is the auto-fill from some list of all valid addresses I'd say.
You could typically type in a city name and that would give you a good enough idea. I guess that could be, but I've never had anyone ask me for my zip code for that.
