It's not heavily enforced. The fine is like $5k IIRC, they don't seek out job postings and only take tips, and the first breach by a company is only a warning.
If they don't comply within three months, they start getting another copy of this fine every day until they do.
Which is to say, the punitive fines are not enough for them to not play games with the rules... but once they're caught they do have to fall in.
This demonstrates the need for constant enforcement diligence by regulators: These companies can and will continue to flagrantly disregard the law unless regularly checked.
Any company in violation will be given the chance to make themselves compliant before fines are levied. The fines were never going to start right away.
First, why in the world do you want Meta to get into a habit of ignoring the law of the land?
Second, fines for non-compliance to court orders are not one off events. The fine is set with the purpose of compelling action. If the action doesn't happen, higher fines will follow.
What happens if a site operator in Iowa just ignores it.
