It’s timing. They could have done it, but waiting for just a little bit, would net them billions.

Like the article said, they prepped a certain amount and waited. Saving billions for doing the same thing but waiting a few months is a no brainer.

Is it just me or is it incredibly odd and unexpected for a decision like this to come so late in the game? Why wait to delay until after so much time and effort has gone into making it happen?

Most logical answer is because they don't know. By delaying statement, they're probably hoping to buy enough time so that they can actually answer those questions.
