This kind of scheme goes to hell once you're bouncing between networks unfortunately. Especially when you're on completely disconnected machines half of the time.

Only if you have an internet connection.

It's also OS (well, network stack) dependent. The most general answer is that it's possible, but you might need a custom network stack to do it.

In theory yes, but many many consumer ISPs filter the TCP ports required to do this, so it might not be as successful as one would expect.

To me it seems you can, provided you own a good IP address.
