No. But you can use your machine to run the tools which will connect to the server. You can do this with desktops, not only windows server. Try Computer Management on your machine.
If a user can't switch to another OS, you can run Windows Server. I run that in my home lab when I have to use a Windows based OS for certain scenarios.
I could (and indeed that was what we were originally planning when we decided to go with Mac Mini Servers), but I simply don't need to. I open the packaging, put Mono on it and it's ready for work. Why would I waste time with Windows Server if it's not needed?
