I got several working, albeit, old, oscopes and signal generators from pawn shops for $50 to $100 each. Had to search a while, but they tend not to sell well there, so they eventually get marked down.
In general, patience and luck can eventually get you one for cheap. Unless it's something super rare and sought after, like an apple 1 or voodoo 5 6000, every now and then something like that might pop up at a Goodwill, local flea market, local electronics recycler, maybe even a smaller version of craigslist.
But specifically buying these things from collectors or sellers specialized on old/vintage systems is usually quite expensive.
I get them from the pawn shop. They'll be a year or two old, but perfectly serviceable. That and the thrift store are great places to pick up TVs, stereo equipment, guitars, tools, etc.
Nothing so exciting I'm afraid; I cruised ebay for a few months and had the good fortune of stumbling upon what appeared to be a decommissioned classroom set from a pilot program in Canada. Nabbed a pair, so I have some spare parts if I need them.
