They're not and that's my point. Id following these publicized roadmaps then these items would be either completed already or completed next year. Realistically they'll be completed in roughly the next 2 years.
My guess is that the immediate roadmap has already been locked in up to X months out. So, we'll likely never know what the "changes" will be. Short term changes are likely still Altman's work. Long term is the next decision maker.
They are, however, a little bit out of date in 2020, and the promised follow-ups never materialized for about 6 years now. Some things never changed from 2014 though, so it's a good start
