What are you talking about? Everyone is poor and miserable, families arent making rent. My uncle was just dumpster diving to feed his family two months ago.
Almost everyone in the world who provides anything for us already lives in terrible conditions and makes a few dollars a day. The people nearby are even less deserving since they’re so much less cost efficient to help.
Based on your comments, you probably never had a need for food and housing assistance. There's a huge chasm between "extreme poverty" and "stable base" and millions of people are stuck. I really don’t blame them. The problem is poverty is extremely expensive to deal with. People in poverty barely have anything, and whatever the government does never seems to be enough. It’s like a black hole where money goes to die.
