Wikipedia's policy doesn't say you can't have multiple accounts, just that you can't misuse them.

You can't use multiple user accounts at the same time. Easily anyway, that I know of.

Multiple accounts are allowed, sure. That's not the issue.

The issue is trying to use multiple accounts as a kind of loss mitigation strategy. If Google knows about your multiple accounts, and one of them gets banned, they're _all_ at risk of getting banned just for being associated with the one.

This is a sample largely consisting of web developers, and people who know that you can have more than one account. That conclusion doesn't follow, in my opinion.

Why can’t you have multiple accounts? I have three: open source, gaming, personal.

It’s not like social media where you are required to have only one account and link it to your real name.
