How so? If the rule was applicable from June 15th, it is surprising that it's being enforced before that date, no?

That rule was only implemented this year, so there is no data on that yet.

This has been law since 2007 and is not new news

It is a new law that just passed last year, and I'm not sure if it has taken effect yet.

They passed laws 2 years ago to penalize this. Goes into effect next year.

This wasn't a surprise. Laws had been previously passed specifically to allow this to continue.


This only became illegal on January 1, 2019. Before that there was a grace period. So you're going to see a lot less of it.

Doesnt go into effect until 2023. Theres going to be time for them to tweak this.

Just to be clear here, the law you are referencing has been stopped and isn't passed yet. Mentioning it as if it were a fact is misleading, in my opinion.
