You just stated that we should try to save lives and protect society, and implicitly, that it is worth the cost is. The fact that you hold this view doesn't mean it isn't an ideology.
Nobody wants to admit it, but businesses are deeply ideological. Not in the typical sense, but they have lots of strongly held irrational beliefs that are contradictory. They are not rational actors.
Agreed but there is no shortcut around a culture fixated on personal gain for personal profit. This seems to be built into the framework of the USA instead of being an optional dependency! With outcomes like high inequality, huge divisions, fake politicians etc.
The driving ideology is in direct opposition to genuine, casual, unmotivated concern/interest.
