You need 15 points to up vote which means you need to have received 2 up-votes yourself on either a question or answer or have edited 7 questions/answers and had those approved. It's quite easy to hit those numbers. Once you have 1000 points (I think) on any site and you join a new site you get 100 points by default which means you always have those base privileges wherever you are.
It's even less ‘elite’ — I have < 500 points and see a ‘vouch’ link on dead comments. The FAQ doesn't state the exact threshold; I'd guess it's 100 (at most).
You don't even have to have an account to post an answer, nor any points to post a question. You need only 15 points to upvote (2 upvotes on an answer, or three on a question).
If you have thousands of reputation on SO then you should get the 100 point bonus on every site where your accounts are associated. If you don't have it, open a support post on Meta (http://meta.stackoverflow.com/questions) and we'll try to see what's up.
Are they? It's been long enough since I started that I'd forgotten. Still, 50 points is 5 upvotes, which is not difficult to attain quite quickly -- I earned >400 rep in my first two days with an account on Super User, and while that's not typical and took some effort on my part to achieve, a mere 50 points shouldn't be all that hard to manage by comparison.

Depending on how serious the infraction is, will depend on how many points you will receive. We do issue enough points for instant ban.
If your account is banned, you'll no longer have access to the forum (e.g. no more new posts or editing old ones).
If you're credited any points, these may be removed after a period of time. This is up to the staff if they decide to do this (and nagging/pestering doesn't help!)
I only have 477 points on SO, yet when I sign up for other stack exchange sites I immediately get 100 free points. The bar really isn't that high. It's just designed to force newbies into those specific activities that one ought focus on first: providing good answers to questions, and asking good questions.

Stack Overflow points also help to unlock additional features of the site, for example you can't comment on a post until you have 100 points, which unlocks that feature for you.
