This already exists - that's how Heaven and Hell keep track of souls.

You described hell.

This idea was somewhat explored in Iain M. Banks _surface detail_, after death, your conciousness would be put into a virtual hell if you 'sinned' in your physical life and that the hells were used as a deterrent

You could call it the Fifth Circle (https://en.wikipedia.org/wiki/Inferno_(Dante)#Fifth_Circle_(...) of Hell as a service.

Its just data collection not hell. Hell means survival problems, no food or water or war.

I'm not sure about Hell++, but DeathStation 9000 is a "common" jocular name for a hypothetical system which is as pathological as possible with respect to implementation definined and undefined behavior.

At least people wouldn't voluntarily sign up to live in hell forever. Virtual heaven might be a Great Filter -- http://en.wikipedia.org/wiki/Great_Filter .
