I think most people are just pretending. There's not that much work to do, they just don't use their time wisely and often are too dumb or optimistic to know when not to dedicate time to something.
The lack of time is really a perception caused by mental overload. Most people I know have extra time. They're just incredibly overwhelmed with the background noise of work. They have time, but extremely little of it is mentally useful time.
Thoughtful people who want to get things done recognize that other people's time is a scarce resource that should be allocated deliberately, not routinely.
BS,most people wouldn't know what to do with their time other than to waste it away. It's very hard to plan long term and execute so most people will do what they feel like doing minute to minute. If you have all the resources you will ever need then wasting your time is no problem. Otherwise be very careful with it. Most people can't manage it by themselves. They need the structure of a job or similar situation.
Unfortunately people don’t have unlimited time/energy/money. It may not be that they don’t care, but rather they are expending their full effort on other tasks
