I have never heard this particular angle on this bill, and would hope that it's wrong. Can someone confirm/deny with some references?

That is probably true, but that fact is not an all-access pass to making inaccurate claims about the bill. But it gets used that way all the time.

I'm having a hard time believing this is true. The language in the bill itself is totally indecipherable (to me), but the only people claiming it would be a huge burden have a clear ideological or political bias.

Is there any other source who speaks this dialect of legalese and has concluded that that's what the bill would do? Have the bill's sponsors had a chance to explain the bill?

It would be nice if you edit your original comment to note that you are not talking about what is in the bill, merely what ought to be. It's misleading as is.

Oh! I hereby stand corrected. I should have said (and checked) that the provision as described is useless. I know there's reason for cynicism when it comes to Congress, but maybe I'm overdoing it. Thanks for the link!

Ah! This wasn't in the version of the bill that I googled (first result when searching 'sb962' showed me the original bill).
