As far as I know, Telegram channels are a one-way broadcasting tool. Only channel moderators can post on them. It's separate from groups, where everyone can chime in.

If people report them probably Telegram will just remove them. Its easily fixable by turning the groups private.

Telegram is great for group chats and I actually see it being a potential replacement for twitter in some specialized domains thanks to the Channels feature.

Signal is great for when you want to talk about things that governments have decided shouldn't be talked about.
