I thought that sounded familiar. I got the hardcover from a dollar store (for a dollar vs $27 cover price, first printing; I guess they made too many copies?). I'll have to give it a read.

This has been a plot of quite a few novels, so I'm struggling to come up with that exact one (if I've even read it). Off the top of my head, Children of Men is similar.

I feel like I’ve read that book before but can’t recall what it was.

I cannot locate my book, but the article therein listed about 14 similarities in the plot.

Also reminiscent of _Consider Phlebas_ by Iain M Banks.
