I'm guessing they were robbed by the people they were selling it to. They probably would have gotten away with it if they had been smart enough to not report the robbery. But I'm guessing they weren't too smart.

Well if you believe his explanation then they were still thieves, technically.

He offered to pay people who kept the package on their porch if the package was taken. They then asked their friends to take it so they would get paid.

No, they weren't under extra security. The thieves seemed to not understand or not care about the value of what they stole versus what they left behind.
