I don't think they want to do it anyway, they have been lobbying for international cooperation on this and other countries have been dragging their feet. My guess is this is meant to hurry things along a bit.

It would be absolutely ridiculous and absurd if they decide to come back, just because the narrative between officials and constituents changed.

I don't agree. It would be a complete abdication of responsibility to not have a concrete plan after months of lockdown.

I agree with you, and although this question is probably a bit unusual: do we know for sure that those paperwork and structural changes did not already begin years ago?

(there have been rumblings and disquiet about the potential for conflict in this area for a long period of time, and we could hope that wise, co-operative politicians would prepare defensive plans in advance)


Yeah, unfortunately, the truth is probably that they are regrouping and planning a different and more defensible path to the same outcome, and will just try this again in a few years.
