I've been trying to think of ideas of how they could help themselves. The only thing I can think of is to use technology - camera's everywhere, body cams and tracking devices on vehicles and people. I know they aren't wealthy, but the town could put cameras on the streets like the do in London. I'm just brainstorming here... Such a sad situation they are in.
I was able to find a local legal aid society through my state's bar association, so thank you. Looks like they accept volunteers as well, perhaps they could use some tech service as you suggested.
I like local support networks would be a better place to manage this. There could be a place for software which helps those groups manage the local people they are helping (and those helping them).
Start at your local government, figure out what they can and can't do to help. Go to the next level, figure out what can and can't be done at that level. Keep going.
Not every community has resources for that kind of thing. I am in a small town in Texas and was delivered here by people in even smaller towns, towns too small to have such services. That is just where I happened to be when things suddenly fell apart.
What can we do to help them? I was thinking to create free programming resources but I realize not everyone can be programmer and there are already a lot of free resources out there?
