It funny, today I also learned that Singapore and Hong Kong were one of the few countries that ignored DMCA. (I kind of expected Uzbekistan to be on the list !)
I don't know anything about how frequently Eastern European and Middle East countries act on DMCA. But I do know that this frequently occurs with US ISPs.
The only two places I know that haven’t criminalised the circumvention of technical protection measures are Israel and Afghanistan. I’d love to be told different.
(I feel there’s still an opportunity to challenge DMCA 1201 in the US, and then there’s also the triennial review. It’s harder in places where the exemptions are hard-coded — but maybe you know of one that includes an exemption for this kind of DRM removal?).
I wish some people from non-western countries would step up and file more fraudulent DMCA notices. Preferably from Russia or China, where they are out of reach for a western court. The current DMCA system needs to learn some defenses against misuse.
For example, if you host this list in Russia DMCA will not do anything because (sorry for my French) Russia does not give a shit about U.S. copyright laws.
