I have great news if you're willing to play VR games - PavlovVR is pretty much exactly what you're describing here. It has community servers and can be modded with anything you can put in an unreal engine level (so anything)
It's based on CS so it has all the same weapons and mechanics.
It has an active modding community that has added every map from every game you've ever played (including iceworld, but so many more)
All of the games I listed are similar, Pavlov VR is my favorite and it comes with basically no game by default and everything is custom game modes implemented as maps from the steam workshop. I have no idea which one is easier from a creators perspective but from a player point, I absolutely love checking out the new maps and seeing a totally different way to play a FPS.
Hey if any of you are nostalgic for good old CS and have the money/space for a nice VR setup check out Pavlov. Its basically CS:VR. The first time you walk around dust/dust2 is pretty mind blowingly surreal.
I've heard good things about Vertigo 2 and VTOL VR. Gorilla Tag was popular for a bit also, and Contractors has some fun basically total conversion mods recently, like a TF2 and Battlefront 2 gamemode. Into the Radius is nearing it's end of development as well. A couple others I've had fun with are are Dragon Fist, Until you Fall, Ragnarock and the Pixel Ripped games.
Gaim compact, but it's really pricey(I'm just playng the Demo, still trying to justify the price) or if you're ok with shotgun shooting flying things --skeet/trap/sporting/pigeon/pheasant then Clay Hunt VR -- it's an incredible value for money.
If you're looking at land-hunting, take note that Gaim compact is geared towards european style driven hunting.
Pavlov Vr is free, I only used the firing range (which is much better than Contractors).
I also did play quite a bit of Contractors but right now I just play the Ninja mode, hunting bots with bow&arrow.
I also got Onwards, but given that it's very realistic (you die very fast if shot), it's too slow pace for my liking.
Space Pirates is also really nice, but it's not a simulator.

I know something will replace it eventually but it has been my all time favorite game for the last 5 years or so.
