1. There’s a good chance they have information relevant to the spying.

2. To get leverage on the spy.

3. To send a message to other spies and spouses.

Those are three common-sense reasons I can think of. I’m sure there are a dozen others.

Espionage is, to me, the most obvious use.

If your spies are everywhere then it is useful if people think they're no good. If your spies are no good or nonexistent it is beneficial that people think they are omnipresent masterminds.
