If you want to go down this road you should be looking at % of income spent on carbon taxes.

Maybe some “carbon allowance” would then be afforded so the lower income people that qualify could claim a deduction on their personal income tax return.

Well, for one, it would give companies the ability to quantify carbon tax credits in a tangible manner.

A real CO2 tax would need to compute that number for every imported good or service.

If the intention is to implement a carbon tax, I see no way of doing so without some relatively accurate measure of carbon output. Without that you are taxing not carbon but instead something else.

There is a direct relationship between fuel usage and carbon dioxide. It's very simple to tax fairly.

Carbon taxes sounds reasonable, since you can measure the carbon emitted :)
