I'd go higher than that. whoever defined the specifications of the project, should've included security as a key component.

Of course, there also has to be budget and time allowances to actually make it happen.

It had better be very damned secure, obviously. There should be a process in place for ensuring (not to mention insuring) that. If not, well, that's part of the problem to be solved, isn't it?
