How is any of this different with cash withdrawals? You're still withdrawing from a digital account.

What if you cannot withdraw it because we move to digital only "cash"?

Your money can't be debased. You can withdraw your money from your bank (digitally).

I presume a withdrawal is different from a wire transfer or cheque.

Withdrawal as in obtaining cash? Most payments don't use cash so it seems like a bit of a red herring.

It's not a debit card transaction, it's an ATM withdrawal.

Not true, you still get screwed on cash withdrawals regardless of the service you use. Most ATMs apply DCC even when you hold the local currency

Right - but there is a difference between the "Withdrawal limit" and the "Account Balance" - Just because you have a $50mm withdrawal limit, doesn't mean you have a $50mm account balance.

It's not obvious that you need to verify your identity to withdraw. It would be very easy for someone to see a deposit address and assume withdrawals would be just as friction-less.

Deposits have been restricted at this time, not withdrawals.

Why not just go to the bank and fill out a withdraw slip?
