True, sometimes the constraints are so big that no matter what's done it's impossible to succeed.

We don't have that now (and never have). There are always constraints on what we can do.

I agree with your point, but I've personally also experienced the reverse as well - having very difficult constraints while being extremely motivated and well funded has often resulted in extremely innovative solutions. All of my examples are classified, sadly.

Constraints are often linked to a lack of courage. People prefer to defend themselves more than what they do. They prefer to complain more than actually solve problems..

I agree. It's not possible to run it without being constrained by it.

They are constrained to problems with annual results though.

And given _unclear_ requirements, you should be able to ask the right questions to make them clear. This is probably a harder barrier to overcome.

That's easy enough. It's finding the right restrictions that are hard. That's the whole point of the article above, it's not a bad read.

No matter what lofty heights you achieve you're never really free of external constraints.

Financial capacity can be an obstacle.

On the other hand, the behavior that is largely responsible for the difference may also make the technical challenge more difficult.
