You can organise without a government, using the free market. Having competing law enforcement firms would bring competition to a state monopoly that does little to nothing to prevent actual crime and persecute tons of innocent people.

There is no such government or governmental system that would actually work like that.

No laws but also plenty of rules, but no government to enforce those rules?

Why? If there is no law there is no government.

This is true in just the same way that a free society would have no have no government at all. No taxes, no laws, no police or judiciary, just complete freedom to do whatever you want to your neighbors.

If the government hadn't such power, no one would try to influence it.

Government could also just imprison you indefinitely for no reason. There can't be rule of law if nobody expects rule of law.

There is no reason not to have government, as long as there is no state and no master/slave relation.

A perfect government would only concern itself with monitoring currency and prisons.

I prefer a government that stays out of the way, does not tell the people how to live, whom to transact with, or how. One that occupies itself solely with external security of the country. There aren't such any out there. We'll get there, eventually, I hope.

Yet a world with all freedom and no security would suck. No law, no police, no military. Jungle rules - survival of the strongest.

There's a reasonable balance to be struck. That's essentially the tradeoff we make with the state - trade some freedom for some security.
