I'm surprised people still use Chrome and not Chromium. Perhaps a few devs in your situation could improve the Chromium installation flow for Windows, etc.
Google doesn't have much incentive to make it easy, but third parties (like Debian) do, and do a lot of the heavy lifting on an ongoing basis.
Chromium does have stable releases, they are the same as for chrome. And about every linux distribution out there ships chromium binaries, so what's your point?
Because Chrome has flash built in and auto-updated. Chromium does not. If you need to use flash, and want to minimise security issues, then Chrome is the browser of choice.
1) Where can I find official-ish Chromium for Windows?
2) On Ubuntu, Chromium always seems to be behind Chrome wrt updates.
I tried Chromium on Ubuntu, but switched because of the lag. Let me know if I am mistaken.
