I got a weird and similar problem. The page looked like it was just continually reloading parts (most) of itself, 2 to 3 times per second. I stopped if I clicked the stop button and all was well. Chrome for mac, normal config except 3rd party cookies blocked. Google Page Insights and YSlow enabled.
It happened to me too (Chrome, desktop), but after backing out and loading the page again it didn't stop at the spash screen. It seems as though the first load sets a cookie to indicate you've seen it on the first visit.
Totally off topic but the site has some sort of bug where it triggers a reload infinitely. When I loaded the site up it just endlessly refreshed the page by itself. Seems to be a conflict with some of my extensions because it was able to load fine in an Incognito window.
Just so you know, I'm looking at this from my Android 4.1 stock browser and the entire page is blinking on and off randomly like some kind of joke. I can't scroll down because it seems as if it's constantly reloading itself.
Huh, sorry for that then. I used to get this all the time with TC, Engadget and a few other sites, but since turning JS off, it's stopped. Something else must have changed around the same time I tinkered with it.
