Give poor people money to buy food, they will likely optimize in fat+ ways. Pay people to be healthy. The needy can be healthy. Put a floor under everyone and then progressively incentivize health.
Take more money from poor people and then give it back at the end of the year - after paying the salary of all the new bureaucrats you had to hire. Great idea.
You're proposing cutting government support for the poor so that they'll try harder to escape poverty? Since I'm pretty sure there's already plenty of incentives to not living in poverty
Or just stop subsidizing them. In the short term, it's more suffering for the poor, but in the long run, it's fewer people born into multi-generational poverty traps and into communities where they learn to become dependent and game government programs, because the dominant source of income is unconditional social assistance programs provided at the taxpayer's expense.
Remove UK government support for food for the poor. This includes school lunches and whatnot. Will the charities be able to fill the need? The answer is no. Charities can fill gaps but not beyond that.
