Because they need to fill their profit margin, they would lower prices?

some prices go up, some others will have to go down, assuming that the profit margin remains the same. Diversification, how is that not obvious?

Why would they keep it the same when they could make it higher?

Why don't they raise the rates already then? Net neutrality is stopping them?

They've presumably decided that raising rates further would cost more customers than it would be worth. Stupid tricks like cutting down on the "standard" package and rolling those things into upgrades is a common way for companies to raise rates without appearing to, therefore losing fewer customers.
