Same observation here in western Europe

Not down, just slow to respond and periodically getting the "We're having trouble serving your request" page

For what it's worth, when HN has speed issues, the ubiquitous answer is to log out.

If you're not logged in, they give a static page that is served quickly with little effort on the server's part.
