Just curious, in what piece of writing did Doctorow predict this? I'd like to read it.

Pretty sure thats the plot of a Doctorow novel.

I've read the story you're talking about, and its definitely by Doctorow, but I googled around for a while without any luck, as well as searching some of the short story collections. I'd be interested if anybody could remember it!

The point about the "ordained to rule" and choice to be "ruled over" reminded me of Julian Jaynes' The Origin of Consciousness in the Breakdown of the Bicameral Mind
