Going by the dictionary definition:

I see your point, but honestly, that's not how language work. Changes in meaning over time are not so uncommon, and "fascist" has been used in a loose sense for years (at least in Italian), but looking at Wikipedia this holds for English too.

It will be seen that, as used, the word ‘Fascism’ is almost entirely meaningless... almost any English person would accept ‘bully’ as a synonym for ‘Fascist’. That is about as near to a definition as this much-abused word has come
