This is already built into the requirement: 3 to 7 years.

After three years he/she is open to apply for what might take others 7.

There's no standard. It can be anywhere from 1-4 years with various cliff terms.

My research says it is 70+ year for EB3 visas entered this year assuming nothing changes.

20 years on top of the application date, as far as my Googling returns. Seems like a fairly standard term.

Ah, I thought you can only apply after 5 years and show that you were physically present for 3 years. But I guess not.

Call me ignorant but didn't they change it so that you would not be able to do that anymore and instead were given a max of around 20 years from the start of the application process?

The length actually varies by state and it ranges from 1 to 10 years.
