For those ofnus less intimately familiar with the TikTok platform and their payouts and their revenue, can you explain why not? I thought they show (video) ads and use money to run the company and pay creators.
Fake engagement and stolen content are endemic to all social media services, so I'm having a hard time getting outraged about TikTok specifically. Is there anything interesting about this that I'm missing?
I highly highly doubt this. TikTok was a new idea and targeted young people. It has no brand value or widespread cultural support for it to be able to expand into other types of social media.
Pretty much every TikTok creator hates the monetization and many are shifting focus to YouTube.
Proving that TikTok is just a money-making enterprise, not a CCP tentacle manipulating foreign elections. Otherwise they you just run it at a loss, like Voice of America or RT.

Just to clarify, TikTok does not do ad revenue sharing. They have a creator fund, but TikTok creators really make money via brand deals, merch sales and direct donations from fans.
TikTok has some of the worst misleading and bizarre advertisements all over the internet. I'm kind of curious what their advertising budget is at this point.
Even if TikTok were suddenly wiped off every phone on the planet, a competitor would take its place. TikTok simply takes advantage of people's desire to be entertained and apathy over privacy issues.
TikTok is a copy of Snapchat and Instagram. The only reason it's such a juggernaut is money. It's been very heavily and cleverly marketed, especially to younger demographics. Schools are flooded with TikTok swag, and they've hired domestic marketing agencies to push it. It's really obvious that someone has dumped enormous amounts of money into shoving TikTok at kids and teens.
I don't think it is the ads but the algorithmic feed that they manipulate for political ends, rather than making money. TikTok got big by making an algorithmic feed that did not push BS to its users I think.
