It's not what #2 says, it's just why he was saying it.

He's just saying that.

How do you know that's not what he meant?

He explained in his second sentence

You're putting words into his mouth. Particularly the first one is not at all what he wrote.

That's not a third possibility, but rather saying it might be the first ( = he honestly believes this) or the second ( = he doesn't, but either pretends he does for personal gain or is just stringing words together because hey, it's not like it matters).

I'm taking issue with his first sentence, not second.

I agree that's what he probably intended, but that's definitely not what he said.

That's not from the first paragraph, and, at least to me, doesn't explain what he was getting at with it.

The first sentence didn't contain his rationale?

That's what he said, and he's asking why.

Well the first part wasn't a rhetorical statement.

It's explained in the quote he's responding to.

He did not actually say that - but it is the implication of his comment.

Reading his other comment, he's talking for himself.

It seems that the title gives a different meaning to the words he actually said.

It’s obvious why he would think it; it’s less obvious why he would say it.

He's clearly not saying that, but talking about this one specific individual.

What he says and does are two different things.

He explains his reasoning in the next sentences.
