This is a great idea - lots of sites can make great use of Bootstrap and having ways to reskin it easily greatly increases the available looks and feels.
Something I'd personally pay for is an in-depth guide for how to go about reskinning Bootstrap myself, as my current approach is just to add one-off styles as needed or customize a few of the Sass variables but nothing fancier.

actually yes, that would be really good. I've wondered about using Bootstrap and how much work is involved to turn it into something useful. I currently am using a Wordpress template for a website with a blog attached, but it still feels very much like a Blog, rather than a website, and I feel Bootstrap may be an easy way to alter the Look and Feel.
It's really nice, but is there something this pretty for bootstrap?
I literally manage something like 10 different products/websites. And the only way to stay sane and have some pace with features is to use bootstrap for all of them (we currently use bootstrap for maybe 5 of them, and the rest were inherited sites that we're migrating).
I love the look of this but don't have the time or the will to migrate all our sites to learn yet another CSS meta-language with its own sets of concepts and classes.

(I'm currently in the process of ripping Bootstrap out of an app for performance reasons and styling flexibility -- flexbox)
This is a great idea; an idea good enough to invest the time to create your own design and CSS instead of using bootstrap out of the box. One step at a time, I guess.
With that said, I hope this takes off and evolves into something big!
I was about to ask if they were in the w3c. As much as I like some of bootstrap aesthetics and structure, I wouldn't want to let the default html css go.
